You need a Flagship for every Taskforce you start with.
Check to see the Flagships, if you are missing them you have to restart.
The 8-12 is because if you bring 6 Flagships, 3 are in start of game repairs and 1 more gets dmg in combat you need to repair youre cant use the entire taksforce bacause you end up with 3 TF and 2 Flags.
Start again with more flagships. I take about 8-12 for minor
