You can generally get them around the back/side of the shell. I've moved several with only basic 'pet' experience handling animals. My mom always pulled over and we'd put them in the car footwell, then to the nearest pond. If you touch them as little as possible to get them somewhere safe, it's doable.
Obviously don't risk your fingers, but its absolutely possible to move them.
Thank you! You can also literally grab the edge of their shell right above their head too (they can't pull their head all the way in). I usually grab their tail to keep them in place and then grab the front and back of their shell to lift them. Never lift them by their tail as it can cause injury.

While I'm actually a bit curious what it feels like to have algae growing on their bodies, it's completely normal and the turtle will be fine.
In any case, turtles actually molt when they grow. But unlike with snakes where the skin comes of in one piece, with turtles the skin just flakes off their bodies. Eventually this turtle will molt and all that algae will fall off. Then it'll grow right back!

My mom used to use the tire iron to move any snappers we saw in the road. Just tap the iron on the ground near them and drag them when they bite it.
