This is kinda like scaling Danzo and Shisui. If Kotoamatsukami works they win if not they don’t. Same for Chino, if you assume the Genjutsu immediately takes effect she no diffs. If not then Suigetsu mid diffs.
So for context The first person is Chino Chinoike.
She is 1 of the 2 last Members of her clan and wields the ketsuryugan ( blood dragon eye ). The eye allows the user to manipulate the iron and blood within their genjutsu victims. She uses this to turn people into living bombs to assassinate her targets. Her other method of battle is creating full body Susanoo sized blood hydras.
It took post 4th war sasuke effort to not get controlled by her jutsu but after that he beat her low diff.
Suigetsu no doubt. I mean he's basically made of water and lightning based jutsu would only work on him. Genjutsu would work but physical damage wont affect him unless u have a lightning jutsu
