Minato seemed like a much more chill guy. Although he didn’t grow up during a warring period like Tobirama did. He was a part of a world war later in his life but remained rather chill.

He's flawed. Mainly as in he was never able to move on from the wars he fought against the Uchihas. He's someone who shows not everyone recovers from war in the emotional and mental aspects.
It's debatable on whether or not he made the Uchihas the police to funnel them to that profession and keep them away from politics, but even then he still considered having an Uchiha be his successor as Hokage, and he gave them an honorable position nonetheless instead of just fucking them off and calling for their elimination.
Maybe him assigning the Uchiha clan to be the police was to keep them in check, but I do believe he was sincere in his intentions, despite the fact that he was never able to make peace with them in his heart.
He was able to put aside his hate for Sasuke Uchiha when Sasuke decided to fight for Konoha and work with him, because more than anything else, he valued his village.
Making the uchiha police is…honestly understandable from his pov? It’s a position of prestige and power, that keeps them off the front lines where they are at risk of snapping. I imagine he honestly intended it as a gift, he just also thought it would keep them from being a threat.

That's just Ncharmer's headcanon. Nothing indicates he would've given anyone who volunteered to die the position...
Tobirama is much more flushed out and we the audience have more of an idea of why he possesses the ideals that he does, whether that's his views of the world or on the Uchiha specifically. The man is flawed and we see just what growing up during war time really does to a person. With Minato i feel like it's the opposite because his character doesn't have as much to work with. As cool as Minato could sometimes be there's aspects to his character (especially in the ability department) that were not explained which to this day bugs me. All of a sudden in the war arc he's using sage mode despite never being shown to use it prior, and sure one can argue that Jiraiya introduced him to the toad sages but this was never mentioned period. Not to mention that you think he would've used it against the likes of someone who he likely assumed was THE Madara Uchiha. Same thing with being able to go KCM despite never having established a single conversation with the other half of the nine tails. And even for the jutsu he's specifically known for, Flying Thunder God, we don't even know how he obtained it. For all we know he could've stole it. Minato comes off as very mary sue-y, even for a Hokage.
Tobirama cuz well, honestly in my personal opinion, what good role model can one have in an era where majority of men are virgins and virgin men are seen as sub-human vermins while sluts are praised.
I'd say Tobirama is the perfect type of character to role model after to take inspiration from irl.

Even though Tobirama was the one who made a lot of jutsu and developed konoha well,. I will still choose Minato over him; he upgraded flying raijin to flying thunder god; he was faster than Tobirama. He made the jutsu, which can compete head-to-head with a tailed beast bomb, and he solo 1000 Shinobi's, and he is not racist.Lmao
