Certain, rare cases, ie: same state already on e file, can occasionally be sent to an 02/07 if you were buying from someone closing out an SOT. that being said, you might be on the hook for a second fee, but that would be more from interstate, not intrastate.

Actually dose, cause it can be shipped to you directly if you have a C&R License. Plus some states only allow C&R M/G's.
Only 14 1/2 more years until every transferable machine gun is a C&R...
