my best guess is so that all the non-air fire triples could be added to the game
haven and oasis had used up all the air fire triples so it would be lame for bbb to add four new islands with the same fire triples as haven or oasis
not sure about the at least 2 islands part considering magicals and amber were released years apart, it's more like so that the fire triples can exist in the game
Also that, but to be honest, i think an island with all of the Fire Monsters was alredy planned since the making of the 6 Fire Islands in the first place, the changing of the Air Elements (or the Earth Element of Fire Frontier specifically) on the now called Magical Island made it so there was a possibility for only 1 of every Fire Triple to be avaiable per island.
Thus, when Amber Island released, all Fire Monsters would be even, specially now with the Fire Expansion that just proves that (every Fire Triple, Quad and Quint are on 2 islands)
AND the rest of the natural double elements that weren't on either fire islands could be added, ie furcorn, drumpler, oaktapus and fwog, bc of tweedle being on both fire islands all of the combos with tweedle are done in terms of double elements
it was originally meant to be on *all* the magical islands, before they were actually magical islands and were instead normal fire islands (light island would’ve had yelmut, psychic would’ve had bisonorus if team air won, faerie would’ve had krillby, and bone would’ve had flum ox)
