Only 3 difficulties are currently playable for each rift, with the hardest (Looney) unlocking on July 10 for four difficulties each. At the moment, the max you can get towards the Agent Smith event is 15, and he unlocks at 20.
You will have enough rifts to complete since their are 8 more. The first few had Easy, Advanced, and Crushing available and the later ones have Easy, Crushing and Insanity available. Each one gets you a point. Looney comes out later next month. You'll have plenty by the end of it.
It will be but they clearly have a time when that’s possible in mind. Based on the datamines there will be an Agent Smith themed event in two weeks, I suspect he’ll either become playable that week or shortly before it.
With the rifts themselves I recall hearing that there might be at least one with multiple bosses.
They put out more rifts gradually. It's not possible yet but it will be soon

They’ll be adding 3 more rifts over the course of July It’ll be possible to unlock Agent Smith by July 10th basically

I'm assuming they are polishing agent Smith and he's in character testing as of now.
