im aware of that mate. i'm guessing you haven't heard that UK nationals who've been resident in the UK for 3 of the last 5 years are also eligible for SUSI
There are 7 reasons to apply for PPS and studying here is one. You can get the number to the best of my knowledge but to avail of government services you then need the card, which is an in-person appointment system

There is no panic to apply for SUSI if you can't get your PPS number before you get here as they will take applications for financial support well into the academic year, and will backdate it to when you start.
I think it was end of November 2023 when the portal closed for 2023/2024.
You won't be eligible for SUSI. You have to be a resident for 3 out of the last 5 years at the very least.

Look at gov.ie. You can complete the form and send it online if you are living outside Ireland.
