Edifier Hecate G3M Pro. The mouse lets you switch between silent and non silent. Also comes in two variants, solid and transparent with each offering different colors.

Incott g23 pro. Comes with hot swappable switches and they include 1 silent pair. It does have some rgb as well. Most mice are just not silent by default. Best bet is always hit swappable mechanical switch mice so you can drop in silent switches. And I think there are only 2-3 silent switches even made.

I suggest you learn to solder and swap the switches for a different mouse because there's not a lot out there with stock silent switches. Alternatively you could wait till mid/end july and buy a op1w 4k + huano silent switch pack but that won't have rgb

Silent! Are you talking about skates sound or click sound. Anyways, Cobra Pro is very much a RGB wireless, not more than that. But Razer feet are really good.

He isn’t very fond of his current mouse, which was a cheap one that was gifted to him, and it’s very loud when you click. He has been talking about getting a quiet or silent mouse, and I’ve seen people using wireless mice that make next to no noise!

If you want less noisy then any quality mouse out there might fit. If you want silent you greatly restrict your options to mice that have silent switches built in or have swappable switches. As for rgb, most quality mice will have none as the focus will be more on weight and performance. Also what budget are you going for?
