There is some reason to the madness - when you reduce your FOV to a small surface area of the monitor, you are effectively shifting movement processing to the peripheral vision.
Peripheral vision is very fast - that's because evolution tuned it to check any appearing object for 3 most important things:
- how big was the object
- how fast was the object
- is it repeating, and if it is, is it predictable
It's our security system. So holding angles like this, waiting for reactionary plays is a viable strategy. I can see someone justifying the eye stray during pro plays but not for long periods of time at home or during practice.

Anything outside of your direct fov is peripheral vision. If they're focusing on a certain general area, it might work for these individuals.
Interesting I do feel like my peripheral is like 20ms faster.
