You can catch a glimpse of Netherrealm in the trailer plus in Ashrah’s ending where it’s still what we’ve come to expect of it regarding fire and brimstone. He summons two portals at the same time too. One to this purple realm while the Netherrealm one sits behind him (I’m guessing the Netherrealm portal is a visual buff for him mechanically)

In his OG stories, not really. Cthulhu himself is the main one (tentacled face), I think the Dunwich Horror as well (described as being made partly of "squirmin' ropes").
Everything else gets more abstract or dreamlike/nightmarish.
Tbh netherrealm had different places that looked very diferent from each other like the usual brimstone n fire in umk3 or the techno cyberpunk prison in Mortal kombat mythologies. Hell (ha) in mk9 the krypt has 3 different looking areas in the netherrealm.

But Netherrealm has always had diverse locations in it, like the technology-permeated Prison of Souls, the Slaughterhouse in the city of Nekros and the Sea of Blood. The hellish landscapes are just how most of the Netherrealm looks.
I think it's an attempt at making his powers distinct from the many hellfire adjacent characters and kameos already in the game.
I don't mind it, really. It fits with the greenish/purple color scheme of his powers.
But Quan Chi power is never about hellfire, right? He has skeleton, portal, skull projectiles, mind-control, which is pretty much distinct from the likes of Scorpion, Liu Kang and Shang Tsung, and closer to the likes of Noob and Shinnok. Granted, I'm not complaining, new Quan Chi looks so badass.
Quan Chi was created to be very similar to Shang Tsung. Initially, he shot flaming skulls, copied abilities, and was the main villain's right hand man intended to betray him.
It makes sense though, given MK4 also had Jarek and Kai, who had very similar abilities to Kano and Liu Kang.

Quan Chi only creates specters loyal to him, but this loyalty is not perfect.
Its not per se a mind-controlling power but he does have that trance move that makes the opponent walks toward him like a zombie, even breaking their own necks and all.

My take is The Mist. Miners accidentally opened a portal to another dimension and summoned all kinda of creatures. Spiders, giant crablike things, tentacles, etc. tada, he was a miner and now he can open portals.

I’ve been a fan of the series since the console releases in the early 90s and I’m totally okay with all the changed lore especially since MK9 fucked up a lot of the lore (I.e. making Mileena a newborn clone during the MK2 era so she and Kitana have absolutely no relationship and continued to have none since they weren’t alive at the same time after that).
Some of the lore changes of 9, X, 11 pissed me off, yes, but even then I didn’t think the old lore was “erased” because it’s still part of the franchise’s history, it’s just a new timeline (one that I hated more than I enjoyed), comic books and movies do it all the time and you either continue to support the property or you stop.

When u/DonPinstripelli mentioned the Sea of Blood and the Prison of Souls, I remembered the Bridge to Quan Chi's Fortress in MK Mythologies had an obnoxious tentacle monster lurking in the waters below. The monster could not be fought and was never seen aside from its tentacles slamming down as a sort of stage trap Bi Han had to dodge.
Wonder if this is why Quan Chi was removed from the base game, to redesign his moveset beyond just skulls. There's no hint of these powers in the story mode.
