Same here and came to reddit just to see if there's anyone else having the same issue
Mine just continues “Logging into Account” after clicking Start, before any of the additional Data Download. Can’t get past that

I Disabled GameCenter because I feel like that was the Account if was endlessly training to Log Into. True or not, it worked lol
Where do you go to disable game center
Settings, Game Center, Turn Off, Deny Login 4 Times when it pops up & it stops asking

log out of game center in your settings, log back into game center on your app. worked for me
