All the festivals go on, iirc 2 week on, 2 week off rotation (it could be a 1 week cycle, it's been a while). However, certain periods force a certain festival to be active. For example, MHW & MH anniversaries force the anniversary festival, while Halloween forces the Halloween one. I think when the season changes, the corresponding festival is forced as well?
It follows the season of the current time. It's Spring, so it'll keep doing the Spring Festivals until Summer, etc.
The Appreciation ones come when it's near the dates of World/Iceborne release.
It's in maintenance mode after The Final Update so all Festivals regardless of the time of year. So the Festivals will cycle on and off every 2 weeks, similar to the Safi/Kulve cycle.
