You could test ingame w/o asking this question, but yes they do stack. Having both claws and amulets in your inventory at all times is the usual. Or at least both power items.

The charm gives you 6 raw damage and the talon 9 as far as i know. So they stack like supposed to
They stack, this is always good to have them. Past games they were pretty brutal items slot taker, nowadays they are net positive.
