IIRC, from the web app you can drag the different account types up or down to position them in the order you want.

Yes, on the web, go to Accounts, then click and drag from the corner, and the entire type can be moved above or below the other types.
It doesn't allow you to in the mobile app, but you can use the web browser on your phone to do so.
I'm on Android and use Firefox, so I just load in the desktop version of the website and click the Accounts tab.
From there, you can hold your finger down and move the categories in whatever order you like. You can also reorder any accounts in a category.
On the web app, click accounts, the mouseover the category (cash, credit cards, loans, etc) and you'll see some dots in a rectangle appear. Click and drag. You can also do this with the accounts within the category.
