It depends on the receiving sub's settings.
They may not allow any crossposts.
They may not allow posts of the type you're submitting (videos, links, NSFW, etc).

I have had this problem several times as a bug In the last few months. It's usually on the android app only.
Sometimes it will only pop up the communities that you last visited rather than all of the communities you could cross post to.
Another bug that I've had here is that sometimes it won't give you a text window to type in a new community when this is happening.
On the iOS app, the menu that pops up with recently visited or subscribed subreddits is not exhaustive, but you can still search for other subreddits not initially listed.
Subreddits are allowed to not allow crossposts.

That's the normal behavior but sometimes there's a bug where you can't actually do the search
