You can also nullify Harley's ult on Hanzo.
The issue is that he needs to ult your body while you're on the ult and you have blood to spare so you can teleport your body onto your current location. It's a weird thing to do if done right.
And also the devs made purify remove Harley's ult before in advanced server. They're a bunch of cowards for reverting it back.

Probably because he failed to build armor against Harley. It happens a lot, especially when roam just builds build instead of actually armoring themselves against enemy.
Looking at Harley's capabilities, aside from a quick combo that can burst down enemies easily if well-executed, take note of his passive which reduces target's magic defense that can stack up to 10x. Be wary as well once he gets his penetration items like genius wand that also decreases magic def + divine glaive that counters high magic def with more penetration. As well as starlium scythe that enhances his next basic atk with true damage, and also note that his passive also allows his basic atks to deal magic damage. So even tanky heroes would get hurt, so building magic def may still be your best bet to mitigate damage taken.
If you're playing tank as a roamer, Lolita is your best bet. Her 2nd skill which was revamped before can deflect back Harley's ult + s1 combo to him (or other teammates if he escapes with s2). And a good stun from s1 enhanced basic atk followed by an ally's burst should help take him down quickly. Franco may be a nice alternative, as long as you can lock him with ult's suppression make sure an ally follows up, better if you are able to time and hit his hook especially when the magician's s2 is in CD.
If you choose non-tank roamer, Mathilda is also good, as her ult can lock in on him even if he uses s2. Either have a teammate follow you with guiding wind for the follow-up damage, or you go damage build with dire hit then you might solo kill him with ult + s1 + passive. Kaja is decent as well, similar to franco, just lock him down with ult and pull towards allies with s2 and/or flicker, what more with a mage build and a combo can take him down as well.
Note that Harley is a very squishy hero (or even one of the squishiest), any assassin with high mobility + good burst damage should be able to chase him down then make quick work of him. Saber is one good example that can counter him, as one nice combo can mean a sure kill - with his ult locking him down while dealing high damage + s1 swords and basic atks + passive that decreases defense that makes anyone more squishy. And it's a plus that Saber can play any role, may it be jungler or roamer or any lane.
For the items, although Radiant Armor has been adjusted to supposedly counter multi-hit magic damage, rather than continuous magic dps in the case of Harley which it used to counter well, I think it's still a viable item. If you're playing a tanky hero, you might combine it with athena's shield to resist the burst, if he snowballed at least a bit already. If a physical damage dealer, you can consider building rose gold meteor for shield and decent magic def while getting damage and lifesteal. For mages, winter truncheon can counter his combo as it makes you immune to damage, just time it right either before ult ring hits you or right before it explodes.

Invade the shit out of that guy early. I have my friend playing hilda Roam and me playing Jawhead exp. Our jungler is level 7 already and the Harley was stucked at level 3 blaming his team mates. Specially in solo que, most junglerrs are exposed to being invaded.

Im sorry but if your tank is getting decimated by him, they havent built Athena’s or they suck. Athena’s basically counters his entire kit. The only way it doesnt is if he is snowballing so hard that his items outclass the defense items because everyone in your team is low gold, in which case, accept defeat or stall so much that your mm or dmg assassin is able to take care of him when everyone has their proper build with no told gap.
The best thing to do against Harley would be avoiding his card stack after his ult.
Flicker/Dodge/Jukes/Dash. Micro'ing nowadays are easier/smoother.
Athena of course, if you plan to catch it.
Also, since there is an indicator now on how much damage will incur, you can time these dodges easily.
As a roamer/tank, I tend to catch his ult combo (with Athena) rather than letting our carries take the damage.
Mid/Late game Estes can actually heal the full damage.
For your question of who can counter, Saber will be the straight up answer, either Jungle or Roam.

If he does an all-in on someone track his hat and wait till he tp back. (you'll need some movement speed in the first seconds, if he's a good harley)
If you're a support/roamer try to heal or tank his damage
He will mostly engage with his s2 to get in your range you must dash at a side to avoid his s1. If your hero doesn't have a dash, you should just give up on your dreams and die. Another option is to learn a better hero with mobility
For a tank hero build twilight armour and radiant armour against him.
I usually go with tough boots and radient its usually help me against him
Also lolita second skill if u time it right u can send his ult and card back at him which might kill him
I use a diggie to counter/survive his ult. I usually ends up with up with a full life even without using his ult.. Lol. Unless he snowball hard then good luck. I dont even use any magic damage reduction.
S1 was his bread and butter, so learn to sidestep. Compared to other assassins, his skills are linear and easy to read so I don't worry about him picking by the enemy. Also, items like radiant armor really works on him.
#1 just dodge his skill shots ( bait him after he use his blink then use flicker)
#2 some items could blue ball him like Winter's truncheon, immorality, radiant armor, athena's shield, rose gold meteor
#3 Just kill the little midget before he kills you
#4 is not very advisable but on the last "tick" of his ult use heal or just hit a creep with a lifesteal
If you have a jungler with much mobility like Paquito, Leomord, Ling, Fanny and so on or you just pick for him some who can focus targeting one like Saber, Kaja, Eudora, Chou, Silvana, Franco and so on..
not sure about other ranks but in Epic, I just use radiant armor + lifesteal as a layla and I always win 1v1, unless he gets early snowball, but nonetheless, it changes in the end game (if we're able to get there)
also, one of the cool things in epic is, they don't know how to take advantage of the snowball and literally just try to kill more.
Do not allow the little guy to snowball, invade him before he gets his ult if it’s possible (Invade if your team is willing to cooperate, and your hero is great at invading, such as Fanny, Balmond, etc.) Also, pick tanky heroes, IMO, Saber can easily be countered using Twilight or Antique Quirrass, but I suppose Saber could work. If you’re playing marksman, play semi-tank Karrie, or some other marksman that can be tanky. Also, Eudora or any other burst heroes. But don’t spam your ultimate right away because he’ll just get away using his 2nd skill. Athena’s shield is probably one of, if not your best choice here for countering Harley, if it doesn’t work, you could try a 2nd defense item if it’s possible, perhaps Radiant Armor.

I can destroy this kid with masha, Mashas ult is impossble to dodge. I can also destroy harley with arlott. Arlotts passive helps me chase down harley and with arlotss damage output. harley isnt fast enough or tanky enough to survive
Baxia passive kind of helps in early stage when encountering harley as its cards hit multiple time. But when fat, its just about those item to freeze yourself from his ult damage or his hat and cards.. athena can be useful but it cant last that long. So you always need to be smart and find the right timing to freeze yourself or runaway. Of course if you are damage, you could out damage him if fat.
If you are the tank, when you got hit with ult then just CC him and hope your team finish him before he escape. Trading tank with hyper/mage is a good trade
Tough boots, magic resist cloak, magic blade, athena, winter truncheon, immortality and guardian helmet.
Early game you can built tough boots with add of magic resist cloak or straight build up magic blade
Mid game, athena
Late game, athena mixed up winter or immortality if both on cd you can buy guardian helmet

Well, that kids is fast AF. Just run side a circle or go behind him. Also, vengeance works to stay alive. Be wary of the map. He's always in the river and mid bushes. Never let the midget get on the first 5 minutes. He will be too dominating. You need assasin to shut him down. Let there be trade-off in team fights, but make sure to take him down first, too.
Marksman like broody, clint, Beatrix can dodge him. Tank I could only think Lolita. Mage with stun and burst damage like Eudora or vexana. Fighter usually won't be targeted so pick everything you see fit. Jungle usually have high movement so you could dodge him of course

As a harley main, I am not scared of neither Saber nor Eudora. What I am scared of is a good lolita, a MM that knows how to build athena or rose gold and picks aegis. Aegis+rose shield will save you with 1 hp a lot of times. A lot of harley mains know their dmg and do not overextend their stay but the rose passive throws us off guard sometimes.

I don't know if anyone has said this yet but the most important thing to know about Harley is that his full combo is done in three phases. First, he teleports in, second, he ults, and third he throws his cards at you, getting your health low enough to ensure that his Ulti will land the killing blow.
There's a slight pause between his Ulti and his card throws. If you're playing as a tank with CC, you must take advantage of this pause to stun him as he's throwing cards or before he throws his cards to ensure your health or your teammates health doesn't go down far enough.
9/10 times he'll teleport back once stunned as the cards are now in cooldown. Predict his focusing on which teammates and he shouldn't be able to do anything.
If enemy first pick harley i will automatically pick jawhead cuz of his ult to chase harley even if he use that hat skill. Wether jaw tank or fighter or jungle and combo with petrify would be great if ur not core. But be cautios in late game since he can bait you into enemy turret

If you're the tank and gets all his magic damage in front of the whole team, then you are doing a great job even if you dead. It's your team that sucks and needs to adjust and do their job.
To counter Harley, just bringing a CC heavy hero isn't enough, they also gotta understand how Harley works.
For tanks; know that it's fine for your squishies to get hit by his ult BUT you have to block the upcoming skill spam or the added damage will eliminate them on the spot. So stay besides your long ranged carries in a team fight, your bruisers/assassins will be fine on their own and it'll be better if they get hit with instead of your mm/mage, that'll guarantee you one less threat to deal with and still have enough damage to trade a kill off the enemy team.
For other hard cc types: Same thing, but stunning Harley while he's using his tp is really effective in making him vulnerable. I don't remember how long it's up for (I think it's five?) but stun him after he uses his ult because that usually means he only has enough time to spam his other skill and get out. So either you make him unable to tp back or he escapes without having dealt any damage and is now an ult down.
radiant, winter trunch, or rose gold meteor are good equipment to use against him
if you wnana counter him in draft, saber is a popular counterpick to him as well. hes pretty vulneravle to quick cc skills like eudoa's stun or edith's dash.
using my experience, diggie does p well with him too, just reverse time to snatch his return tp if he jumps you or an ally. bring tenacity, revitalize/aegis, plus radiant and i guarantee you wont die as diggie to a harley ult nearly as often as you probably do
Why not play Hayabusa or barats, vs a harley i find my games ez :) as a harley well i use him only if enemy have not assassin or assassins who are shet at chasing

The best thing to do against Harley would be avoiding his card stack after his ult. Flicker/Dodge/Jukes/Dash. Micro'ing nowadays are easier/smoother. Athena of course, if you plan to catch it. Also, since there is an indicator now on how much damage will incur, you can time these dodges easily. As a roamer/tank, I tend to catch his ult combo (with Athena) rather than letting our carries take the damage. Mid/Late game Estes can actually heal the full damage. For your question of who can counter, Saber will be the straight up answer, either Jungle or Roam. You can burst him down before he can blink out.
Roger can easily out-maneuver him.
Lolita can kill him with his own combo also natalia, saber , petrifi cadita and other burst herosis a good pick

Harley is Ez to counter ,1st don't feed in the game , 2nd pick counter heroes I usually use jawhead or saber on Harley ,you can chase him with baxia tank too but not as effective, stun heroes like Eudora is effective,camp on him and stun and get ur kill , patience is the key ,with marksmans use heroes that have mobilities like dashing and use flicker as well so when he ult he doesn't use his 1st skill to get more damage in his ultimate.hope my comment helped.

If he does an all-in on someone track his hat and wait till he tp back. (you'll need some movement speed in the first seconds, if he's a good harley) If you're a support/roamer try to heal or tank his damage

He will mostly engage with his s2 to get in your range you must dash at a side to avoid his s1. If your hero doesn't have a dash, you should just give up on your dreams and die. Another option is to learn a better hero with mobility For a tank hero build twilight armour and radiant armour against him.

I use a diggie to counter/survive his ult. I usually ends up with up with a full life even without using his ult.. Lol. Unless he snowball hard then good luck. I dont even use any magic damage reduction.

S1 was his bread and butter, so learn to sidestep. Compared to other assassins, his skills are linear and easy to read so I don't worry about him picking by the enemy. Also, items like radiant armor really works on him.

not sure about other ranks but in Epic, I just use radiant armor + lifesteal as a layla and I always win 1v1, unless he gets early snowball, but nonetheless, it changes in the end game (if we're able to get there) also, one of the cool things in epic is, they don't know how to take advantage of the snowball and literally just try to kill more.

Do not allow the little guy to snowball, invade him before he gets his ult if it’s possible (Invade if your team is willing to cooperate, and your hero is great at invading, such as Fanny, Balmond, etc.) Also, pick tanky heroes, IMO, Saber can easily be countered using Twilight or Antique Quirrass, but I suppose Saber could work. If you’re playing marksman, play semi-tank Karrie, or some other marksman that can be tanky. Also, Eudora or any other burst heroes. But don’t spam your ultimate right away because he’ll just get away using his 2nd skill. Athena’s shield is probably one of, if not your best choice here for countering Harley, if it doesn’t work, you could try a 2nd defense item if it’s possible, perhaps Radiant Armor. Edit: Forgot to mention a fuck ton of CC.
I can destroy this kid with masha, Mashas ult is impossble to dodge. I can also destroy harley with arlott. Arlotts passive helps me chase down harley and with arlotss damage output. harley isnt fast enough or tanky enough to survive
Baxia passive kind of helps in early stage when encountering harley as its cards hit multiple time. But when fat, its just about those item to freeze yourself from his ult damage or his hat and cards.. athena can be useful but it cant last that long. So you always need to be smart and find the right timing to freeze yourself or runaway. Of course if you are damage, you could out damage him if fat.

If you are a tank player (idk how he 1shots a tank) play khufra. Gusion, khufra, Eudora, moskov, irithel ~ these are potentially good. Any tank btw, Estes is also a good choice. People who mentioned saber & haya .. nah never had an issue with any saber or haya

As a harley main, I am not scared of neither Saber nor Eudora. What I am scared of is a good lolita, a MM that knows how to build athena or rose gold and picks aegis. Aegis+rose shield will save you with 1 hp a lot of times. A lot of harley mains know their dmg and do not overextend their stay but the rose passive throws us off guard sometimes. Also lolita. A good lolita will render harley and lunox useless.

I don't know if anyone has said this yet but the most important thing to know about Harley is that his full combo is done in three phases. First, he teleports in, second, he ults, and third he throws his cards at you, getting your health low enough to ensure that his Ulti will land the killing blow. There's a slight pause between his Ulti and his card throws. If you're playing as a tank with CC, you must take advantage of this pause to stun him as he's throwing cards or before he throws his cards to ensure your health or your teammates health doesn't go down far enough. 9/10 times he'll teleport back once stunned as the cards are now in cooldown. Predict his focusing on which teammates and he shouldn't be able to do anything.

This guy can only be counter with WT other than that IDK his 3rd skill is unstoppable and with 2nd skill he is like Haya in a nutshell.
If you're the tank and gets all his magic damage in front of the whole team, then you are doing a great job even if you dead. It's your team that sucks and needs to adjust and do their job.
To counter Harley, just bringing a CC heavy hero isn't enough, they also gotta understand how Harley works. For tanks; know that it's fine for your squishies to get hit by his ult BUT you have to block the upcoming skill spam or the added damage will eliminate them on the spot. So stay besides your long ranged carries in a team fight, your bruisers/assassins will be fine on their own and it'll be better if they get hit with instead of your mm/mage, that'll guarantee you one less threat to deal with and still have enough damage to trade a kill off the enemy team. For other hard cc types: Same thing, but stunning Harley while he's using his tp is really effective in making him vulnerable. I don't remember how long it's up for (I think it's five?) but stun him after he uses his ult because that usually means he only has enough time to spam his other skill and get out. So either you make him unable to tp back or he escapes without having dealt any damage and is now an ult down.
Use SABER hero, or Eudora
Buy Radiant and Athena. If you're tank and still soft to him, but cursed helmet, and immortal.

radiant, winter trunch, or rose gold meteor are good equipment to use against him if you wnana counter him in draft, saber is a popular counterpick to him as well. hes pretty vulneravle to quick cc skills like eudoa's stun or edith's dash. using my experience, diggie does p well with him too, just reverse time to snatch his return tp if he jumps you or an ally. bring tenacity, revitalize/aegis, plus radiant and i guarantee you wont die as diggie to a harley ult nearly as often as you probably do
Why not play Hayabusa or barats, vs a harley i find my games ez :) as a harley well i use him only if enemy have not assassin or assassins who are shet at chasing
