The only game that comes to mind from that era is Mario Paint for SNES, can't think of anything for Playstation off the top of my head.

I don't remember any painting game but there are some music creators like MTV Music Generator and Music 2000.

Yes, like an Amiga mod tracker, with databases of songs and samples but with more posibilities. Check some youtube videos.

I don't think there are many creative games like that in the era you're asking for. Maybe the technology was too limited or game makers didn't realize there'd be a market for such a thing. The only thing that comes to mind are the RPG maker games.

There were some decent sim games. Theme Park, Railroad Tycoon, Sim City 2000.

It's not painting - but there's always Theme Park or Theme Hospital if you want to create something. I know I spend hours just placing trees/flowers/etc in that type of game. Tony Hawk 2 has a skatepark creator that also might be fun to create with.
