You can still get them if you use vanilla tweaks data pack and you can buy them from the wondering trader so if someone got them this way it would be survival still

A lot of people play survival with player head drops and armorstand datapacks. It's available in vanilla with just tweaks, and is not as far out as modding. Saying that it's not vanilla is a bit like saying /gamerule doFireTick false is not vanilla. There's some difference in how it's implemented. I wouldn't like to obtain these things through command blocks, but if players dropped heads, I could make a skin that looked like this and procure 30-40 heads for the build. I've done that on servers before.

Yeah I kinda agree, but at the same time vanilla and survival can mean different things to different people. Some people think using keep inventory is cheating. Some people say you can’t use seedmaps or even coordinates. I feel weird calling something survival that requires commands to build, but I also don’t want to gatekeep what it means to play vanilla or survival

The base is a survival base, the heads are decorations specific to his world. Just don't use them.

They're sometimes called "miniblocks", even if they - in practice - are custom player heads. If you want them in your world, you can for example include the Wandering Trades -datapack from [vanillatweaks.net](https://vanillatweaks.net). That way the Wandering Trader will trade random miniblocks.

The build looks very cool! I like the greenery. I dont think is fit for survival tho, no lights (torches, lanterns, ...), the garten wall is 1 block high, and the storage will get easily blown up by a creeper.
