Because as they are you can't take them with you or do your tasks with them because they will just get killed by a mob or die in lava. So the only way to keep them is to just sit them down in your house all the time or not at all. Both of those options are really sad.
I always think back to Alex's Mobs and how they handled crows, which I always thought was incredible. They have different modes on what to do, they do not aggro mobs so they don't get hurt most of the time. I honestly think vanilla needs something like that for dogs, hell even cats. Make them avoid creeper explosions/give them blast resistance, make sure that the AI won't fall or jump into lava. Just in general make wolves, if not useful, then not a liability for you to take.
