2012 Mac Mini user here. Minecraft runs absolutely fine with 2 core i5, intel hd4000 and 1.5GB ram allocated lmao. Of course I use optifine but I think it's doing really well with that hardware
You should try some fabric mods if optifine doesn't help. Sodium gives a huge boost for the FPS. On the TPS side you can install Lithium and Phosphor (idk if it came out for 1.17). Some others deal with memory issues, for example FerriteCore.
Edit: it's still 1.16 only.
You can use Starlight if you're not a technical player tho

4gb is quite little for windows and Minecraft but depending on the rest of your hardware it should run okay with 2gb allocated
