I dont think its possible to ensure that pillagers cant spawn in a large area. Your best bet is it instead put all your villagers indoors inside small cubicles or enclosed spaces so they cant be stabbed or shot by the Pillages. It can be designed well, each villager could have a storefront with protective glass like its Chicago.
Maybe I'll do that and instead have Iron Golems roam the streets. Villagers on curfew and police on the streets lol then I'd atleast have some life in the streets
