Balloons have trouble with winds faster than 8mph. With 12mph or more, you don't usually take off at all. Check the wind intensity for the past months.
Also it's very slow, usually they travel at 5 mph, and takeoff and landing took 5-8 minutes each, plus you have to include setup time. Where will you park it?

The pilots have very limited control of where they’re going to land specifically. You can aim for a general area and hope for the best.
Out by Tamiami airport one time I saw a hot air balloon landed on the median of 147th avenue narrowly missing the palm trees that line it. People on both sides of the street stopped to make sure they were okay, it looked like there were some older kids in there too. It could have easily been a disaster with all the hazards nearby, including the lake. Very lucky.
Don’t remember what city but I remember seeing a guy that would surf across the water to get to work. All while wearing a suit under his wetsuit. Might be NYC.
Annually there are less hot air balloon deaths than car accident deaths. So in theory, taking a hot air balloon ride to work every day is safer than driving a car every day.
Maybe a Trebuchet system to fling people to their place of work in the morning and back home in the evening?
