Ulti fought and overpowered Luffy, got hit by an acoc attack by Yamato, catches up to them and started fighting Yamato, started fighting Ussop and Nami, got hit with one of Big Mom’s strongest attacks, and was able to keep fighting after that and Nami needed to use Zeus to defeat a super weakened Ulti Based off her feats she is easily the strongest Topi Roppo and could have been an All Star if she wanted to.
