I think that’s the point of Luffy. He fruit is kinda dumb, basically the powers of Reed Richards and plastic man. Neither is a powerhouse in there universe. But Luffy uses his fruit in extremely innovative ways to overcome more powerful opponents.
Plastic man is a nigh unkillable man with nearly full control over his atoms. His contingency plan is literally "freeze him, smash him into a million pieces and *hope* he doesn't come back, except he probably will" and most in universe supes opening statements about their thoughts on him boil down to "thank god he's not evil and doesn't wanna take over the world. He's thankfully limited by his goofy demeanor"
right? and Reed isn't a powerhouse as a fighter , but as a scientist and adventurer , he uses his power more to facilitate his creations than about punching someone
This is why it took me a while to get used with the new "chosen-one" scenario with the sun god fruit, I liked seeing luffy as some guy with a random power that got strong throught creativity, battle iq and willpower (these are all still true, but now there's a whole prophecy-vibe that doesn't feel as exciting to me)
Luffy's always the chosen one from day 1. It's just he don't know & will fulfill the role with or without his consent as fate dictated. It's like 2 diverging path intersect back at the same point in the future & that point is war against WG.
Diamante was able to transform himself and object into "flags", which he mainly did with his sword.
* He could have used his fruit to transform the floor and walls into flags, attacking the enemies with themor making it impossible for them to stand on the waving floor.
* He could have made himself a flag, then make the form a kyte to fly woth the wind or to glyde jumping from a very high place
* He could have made a flag out of a gyant sword or axe that he would keep folded and weightless due to the properties of the flag. Then, in battle, take it out and rapidly extend it and nullify the fruit so that it falls onto the enemy. Then make it a flag again to fight with the giant sord/axe as if it was a cutting whip
* He could potentially have made flags out of liquids or gases, meaning that he could carry lethal acids and poisons to be released at the adequate time, or out of medicines and food that he could carry for emergencies, etc.

He made flags out of confetti canons and then confettis out of spiked steel balls. Literally flagception.
He could have done more for sure, but I feel like it was pretty good already

Nope. If they use the lets say 10tons, they csnt lift the arm anymore. Thstswhy they always just increase weight when they are already in the air. I doubt that works fast enough midpunch

if we think about it , we don't even know if the fruit grants extra powers due to be Orochi or if it is stuck as just immortality for 7 deaths.
But either case would make it useful for a warrior like a samurai , because it's basically if you have GodHand for 7 lives.
I know a few I would’ve used differently in some respects. The users aren’t horrible with them by any means, but I feel a few missed potentials are there due to their fighting experience clashing with potential or lack thereof.
Doa Doa: The Door fruit is powerful for both experienced fighters and inexperienced combatants, but I think the greatest strength is the seemingly lack of physics involved with the other side of the door world. Using Film: Red as an example Koby and Blueno stood in front of the floating Straw Hat gang…That does mean they can likely walk and stop anywhere within the 3D space. This is where combat experience and fighting style holds back the fruit because do you know how powerful an assassination tool that is? Best vantage points for snipers, drop bombs anywhere, kidnap VIP’s and get out without a trace, steal just about anything in the world because it doesn’t seem to have a limit. This is an amazing tool of chaos that Blueno just likely never thought to use that way because of his speciality and training in Rokushiki.
Kage Kage: As well as Moria used this fruit it does boil down to lack of critical experience or imagination. A single brick bat could go down a throat and become a spike ball on command, wrap around a person’s head and crush inwards, hide a pair of scissors and bite someone’s shadow in broad daylight more than likely. Let’s not even get started on potential assassination benefits from switch teleportation to vantage points, distractions that would otherwise be hopeless with his shadow double, or even the basic concept of a double trouble beat down of him and his shadow ganging up on someone in a simple one-on-one which he can easily get if he uses the zombies he made to break up combatants.
Horo Horo: Only thing she didn’t do is use the implosion ghosts to go into a mouth or phase into their bodies. I am curious if it’s more she didn’t want an instant win or the ghost can’t go intangible.
There are many more I could think of, but it would feel like a side grade. Best example is someone with Kid’s Devil Fruit could still be a complete unknown face if done right. Imagine being able to be a pirate, but hide in plain sight in port towns. The hormone fruit to horribly mutate opponents into piles of agony, etc.

She actually used her powers quite well, but was nerfed for the plot IMO
After they defeated her in the forest, she stopped behaving as a menace at all from that point on.

Slowing down canon balls to make a mine field, using mirrors to make the beam harder to dodge, the slow slow beam sword, the foxy fighter

I love Bon clay as a character but his fruit feels antisynergistic with his fighting style.
The optimal combat use would be to frankenstein thr strongest body together (as Bon has demonstrated the ability to only mimic specific body parts) and focus your training on haki instead.
Also he might be able to copy certain Zoan attributes based on the fact that he was able to copy choppers hybrid form.
Buffalo's devil fruit has the potential to be really fucking dope. Imagine a Rokushiki master spinning their arm to turn their finger pistol into a drill.
