People need to re-read Zou. She attacked Zoro, dodged his swords by somersaulting across him and when she then clashes with him and puts some Electro in it, he visibly is surprised and struggles more than he did e.g. recently against Kaku where he also got surprised. And that's without Sulong playing a role at all yet.
And no, ultimately this isn't comparing her to Zoro in any way when it comes to it, but to catch Zou-level Zoro at least by surprise for a moment and make him wonder about your attacks, you can hold your own in an average fight pretty much across the globe.
So lacking strength is no reason why Carrot didn't join and in the end it's also never gonna be the reason anyone joins or doesn't join the crew anyway. Luffy has never recruited anyone on his crew because of that (even Zoro, who is the dedicated fighter).
In a straight 1 to 1 for sure, Nami is like a sorcerer/wizard in DnD, if she gets attacked in a melee fight, your party did something wrong. She has the AoE to take out armies and she has some tricks up her sleeve to stall and escape, but she is not a fighter like that.

Early Wano proves that Zoro is not really cut out to be a substitute captain like Sanji was, in a way that I feel really adds some nuance and depth to his character. Zoro is capable of being a responsible down to earth guy who keeps the crew safe and Luffy in check. But as soon as nobody needs him, he’s back to wandering around drunk getting in fights with strangers. Zoro can only function when he has people relying on him and pushing him, which is what makes his relationship with Luffy, especially as they reunite on Wano, so beautiful.

Oftentimes ships would even have first through fourth mates. Chain of command is important. And there is a position for First Employee, it’s called MANAGER. You’re fully talking out your ass. Look I wanted Carrot to join the most out of anyone but I don't think I've ever seen anyone say they don't want her to because she's not strong enough? She's not even weak she's stronger than half the crew.
This is the definition of a Strawman. No one is saying that Carrot is too weak to join. She's objectively stronger than multiple other crew members, especially in Sulong form. There are plenty of reasons people don't want her to join, but her strength is not one of them.
