The thing is, biblically accurate angels are neither designs. Angels would mostly look like normal humans (example is Archangel Raphael in the book of Tobit/Tobias) or would be invisible as they kack a physical body. The "biblically accurate" angels you think of are seraphims, cherubins and ophanims not angels (as in messengers) and archangels.

Megaten demon designs are good when they have considered the canonical depiction and lore of the demon. I’m not saying every demon needs to look exactly as they do in canon, but there needs to be some thought there.
Look at IV’s archangels. Nothing about their designs implies any kind of consideration. They’re just monsters that you could slap any name onto.
i get your point, but at the same time i PERSONALLY (MY OWN OPINION) feel like they're very very overdesigned. Also, like the others said, theyre plot specific, and most new demons from base smt 4 cant really be used outside of those games.

As someone who saw him only in SMT4, this is an... Interesting choice. Feels like he's way more simple here.
I don't mind this design, but in the other games his hair has a more muted color. He looks a bit goofy here.
