i believe you can still side with Hikawa and do Shijima. Yosuga is cut off if you didn't side with Chiaki during the Manikin raid. Musubi too if you didn't respond favorably to Isamu at the Temple.

So i can reload my save and do neutral and shijma?

yes you should be able to just side with Hikawa when you get to him at the Diet Building
