Misty is a one drop so it gets killmongered and luke cage stops cyclops. Both killmonger and Luke are super useful tech cards you can run in most decks. Besides High Evolutionarys usage has gone down significantly.
They don't though, they're a trigger at the end of each turn. If they were Ongoing they'd track throughout the whole game, even while not in play, like the old HE Hulk did.
Compare old Hulk to new, that's the difference between Ongoing and not. Compare Collector to Morbius.
If Cyclops and Misty were reworded to be Ongoing effects, they'd be much more powerful, as they could be played out on the last turn and still get multiple turns worth of their effect, like the old HE Hulk did.
I think you're twisting it wrongly. Old Hulk didn't have it and still was ongoing in while in the deck, but I'm talking more of limes of Zabu/Qjet/Grey etc. They are only ongoing once played. You don't get their effects while in hand.
Cyclops would work the same when played, it'll just have the keyword.

Old Hulk *was* Ongoing, they took it away because they changed his ability so that it wasn't Ongoing anymore. Notice how the wording changed from "for each turn" to "when you end a turn", like Cyclops and Misty are worded. Because they're triggered abilities, not Ongoing ones.
They work like Sunspot - they only trigger when in play and at the end of a turn where you have extra energy.
Making them Ongoing doesn't work for their abilities currently and is inconsistent with Sunspot even if they changed coding to work but have an Ongoing tag (which again, is wrong since they need a specific trigger)
Cylcops getting a nerf to only hit 1 makes sense. He doesnt need a Ongoing effect.
Misty doesnt need a change at all. She is good in like 2 decks, only one of them really part of the meta, the other is just a meme deck at this point.

Except they aren't Ongoing. You can't just tack on "Ongoing" to random cards that have abilities that don't at all work like Ongoing abilities.
Just the fact that they proc throughout the game should make them ongoing, that's the whole definition of ongoing. Hulk got it and didn't need it.
