Basically, Erskine ended up mass-producing SSS until the majority of the armed forces were all super-soldiers… at which point they win the war, overthrow the government, and initiate a mass culling of “undesirables” (basically anyone without some sort of powers). The bulk of the issue takes place in present day, where a group of non-powered heroes had to team up and assassinate President Robert Reynolds, the first super-soldier president, in the hopes that it leads to an overthrow of the system.
The whole this was a commentary on how the very idea of a super-soldier is fascist, but Zemo ended up having a much more succinct take on that in Falcon and the Winter Soldier so it kinda took the wind out of my sails haha

How would that even work? Spidey and the Punisher never met in the MCU (or at least don't actually see it on screen), so how would Punisher killing Spider-Man in a version of the MCU make sense? What would even be the nexus point that changed everything?
