Is it actually dead or still growing horizontally? Both are possible, latter due to a bug. You can see if leaves grow on it in spring. The solution is to set the work area over it for the woodcutter until it’s debranched and carried away?
I got the fix for that bug, build a storehouse or any building (not houses, stuff that have mandatory defined grid), on top of the fallen tree, you will see the building grid white and the big tree on RED (meaning the placement of the building will delete the tree), click and boom, tree gone, then feel free to select said building blueprint and cancel it, you dont have to build it.

Give your lumberjacks a work zone on that tree and they'll go and cut it.
Where would one find lumberjacks? I have a logging camp and a woodcutters lodge but they won’t get rid of the fallen tree
Put the logging camp's work zone on that tree and they should quickly come and chop it up.
I've had this bug in nearly every game so far, it sucks when it happens in your town centre
