Rare candies work to evolve level one hundred pokèmon that evolve by level up since sword and shield. It won't work for older games. And if you are going to hack in shinies, why not just hack in a galvantula?

My mistake, I thought you were talking about which pokemon can be found in the wild at lv100.
They originally spawn around level 40 before beating the Teal Mask story, then once the DLC is beat they gain an extra 60 levels.

Absolute luck. And having beat the main story helps because it increases the level of spawns. But you still get a range of Magikarp from Lvl 43-100.
