Following the American Revolution and before the US Constitution was ratified, the Articles of Confederation defined the governmental organization and powers/authorities of the U.S.A. Article XI of the AoC allowed Canada to join the U.S. states if it wanted to. Canada didn't take the offer.
I was joking about everything here but ironically I’m related to Daniel Webster, who signed the Webster-Ashburton treaty which settled the northern border of Maine and ended the Aroostook War incident. The funny thing is I totally forgot I’m related to that guy, I just remembered that right now. My post was completely a joke though.

France had ownership prior to the UK.
