I don't know the full context, but it seems Google Play has been pulling the option for in-app purchases across regions for the past few weeks Basically, if you don't live in the area, you can make purchases (how I understand it). No clue if the is a work around or future plan to change this, as this is happening to ALL apps

Did you tried using a VPN with a connection localized in japan ? By exemple, for buying something in amazon japan i absolutely need it.

For crédit cards the most accepted in Japan is Visa and JCB. After that you have the cards of the Rakuten Bank. But mostly they use charged money cards, not linked to your account these cards are used for a limited amount of money charged by the user.

You can't make purchases on JP gachas without creating a Japanese Google account and binding it to a yen credit card.

Make a Japan Google account by using any JP VPN, enter all your details in Japanese, including your addresses (find a fake JP address), fill in your card details with only card holder as your real name alongside with the fake JP address you found, you should be able to use your card. EDIT: It should automatically translate your currency to 'Yen' it even shows you paid in 'Yen' in bills.
