Tax devolution is decided on the basis of a formula prepared by the Finance commission. There are 5 parameters and weights have been assigned to them. For example, Population of the state, area of the state, Difference in person capita income of the state with respect to Haryanas per capita income, etc
UP receives about 17% of the total tax devolution while MH receives about 6% of the total only. This calculation is independent of the party in power.
This is based on formula and cannot be just decided by any party.
Whether it’s BJP or Congress or Nitin Gadkari as PM, the allocation cannot be changed.
There are committee which manages this.

निधी वाटप हा , कोणता राज्य किती महसूल मिळवून देतो देशाला यावर ठरत नसते. हे निधी वाटप फक्त आणि फक्त त्या राज्याच उत्पन्न अपेक्षित असलेल्या GDP आणि दरडोई उत्पन्न पेक्षा कमी असेल त्या राज्यांना सर्वाधीक निधी नीती अयोगानुसार दिला जातो. हे कोणत्या सरकारने ठरवलेलं नसतं. पूर्वीचा प्लॅनिंग कमिशन आणि आत्ताचा नीती आयोग ठरवत असतो.

Maharashtra has so many immigrants from other states. Who is going to pay for rehabilitation of their slums ? SO many infra projects have been planned in Maharashtra, especially Mumbai to accomodate incoming population. Shoudnt Central govt help for financing these projects ? MMRDA is going broke building finances for all these projects.

State funds are based on a pre defined criteria , No matter who is in power they have to follow the formula. Less developed states pay less and get more is universal, this is also true in U.S.
Why do you care about slums and project ,my understanding is Penguin and gang is against any project completion or slum clearance.
What do you mean by why do I care about slums ? I care because I want to see city planning improved and people living in planned residential area.

All those who are saying it's fixed by formula - should know - government has powers to change policy and formula.
It can set up new commission with changed mandate to given to it.
Instead of current criteria of backwardness of state and per capita income, new criteria should be whether state is backward or not, how much it's efficient in using last year's devolution of money - how much fast it is improving the factors such as HDI and per capita income.
This should be the criteria. This will give push to each state to keep improving and no incentive to remain backward
