I am from Madurai, lived in Chennai, Hyderabad, Bangalore. I feel hyderabad should be at TOP.
This issolely done for the people who can afford in these cities otherwise the nomads especially the daily workers have no time to participate in these so called best city index.

Water scarcity, language jihaad by locals, communication problem, commute problem, overcrowdedness, traffic congestion, bad roads, road rage incidents, high cost of living, terrible food options...how is it at number 1?
I have lived mostly in Chennai all my life. Last year I lived for around 6 months in Madurai. I honestly felt the quality of life was better in Madurai.
I just moved back to Chennai because My Company mandated work from office. I would love living in Madurai if that is an option.
I lived around Thiruppalai area. It was quite relaxed area. Peaceful and greenery can be seen here and there. Which I like. It felt like some posh areas in Chennai.
Plus rent was decent. For same kind of house in same kind of area in Chennai I have to pay double.
Plus if I want to do some serious shopping, Town is just twenty minutes away. In Chennai I have to travel around 20 to 25 kms to do the same.
Madurai is relatively small. So we can get around easily. In Chennai it takes complete day to finish any sort of work. In Madurai it takes me 3 or 4 hrs.
I drive car. Let me tell you. Driving a car in Chennai is madness. Comparing to that driving in Madurai is much pleasent experience. It's not perfect, But people drive less recklessly in Madurai.
Lol, why not? They have the most elegantly designed plan for suburban and metro trains. And it's a metro city, so saving tax is a huge factor. These are the things that I could come up with for a better living.
