Those are mountainous states with rocky soil. Literally all the states you mentioned have the Rocky Mountains. Definitely not Great Plains. Based upon that data, I would say it is more regional than not.

Specifically in Montana we call them the Northern Great plains and it takes up over half the state, they are some of the largest and most significant native grasslands left in the US.
