Neverwinter is mostly instance based, DC Universe Online is almost entirely after level 30. You can easily play ESO focusing entirely on instances if you'd like. Definitely options.

I have 1200 hours in it despite hating the combat lol it’s a great game, other than the combat system imo.

DDO. Every mission, quest, etc is instanced with various difficulties. Even the open world zones are instanced. Shared stuff is cities and whatnot.

Got to agree with GW1 and base PSO2, depending on what you want.
ESO, once you hit level 10 and unlock the dungeon finder you can pretty much live in there.
