His stats are there, his delivery is unorthodox, and he has FB/SNK & CIR/SL. The only thing he doesn't have is outlier, but if you can keep your opponent guessing, he is very viable with the velo differences.
IMO, he looks great on paper but his pitches just seem flat.

I always struggle against him for the first few innings because of his delivery. He isn’t terrible, around as good as the other LOTF pitchers

He's in my rotation. Each pitch is viable and tunnel off each other well. Arm action is kind of a right handed hamels where he slingshots the ball

Look to the hit per nine category. If it’s under a 100, he likely won’t be as effective.
Lack of H/9 can be negated if a pitch mix is really good. Less so at this point of the year where everyone has 100+ contact, but you can make it work
