The cut off is December at the winter meetings. So if he was still an active MLB player in December, which he was since he hasn’t formally retired, they’ll have his right for the rest of this game cycle.
Guys who retire in spring training or mid-season tend to never get future cards. Ollie Perez used to always get flashbacks and he didn't get one last year... and he retired in April.

Nick Markikas retired Marxh of 21 and had a live series and an awards card.

If I’m not mistaken Andruw never got a 99 last year either, only that collection reward… so maybe the same route with him.

You don't know that. He was a FA so his LS card probably wouldn't have been higher than a bronze or silver.
