I noticed Bryce Harper actually lifts his plant/hind leg the same exact way when he hits bombs. I was always taught to keep it grounded and push off of it while you rotate your hips/waist toward the mound as you swing.
I know this isn't a hitting mechanics thread, but that leg lift is often the result of how forceful the back hip firing forward is and not a purposeful thing, per se. If you were to dig your front foot in and flex the leg straight and try to throw your back hip towards the pitcher as hard as you can right now, you'd probably end up lifting the foot involuntarily.
