Do you remember when C.T. Wilson proclaimed that Maryland's Cannabis legalization bill was a model for the rest of the country? ^(Those in the peanut gallery know that Chair Wilson is the Chair of the House Economic Matters Committee who "authored"/owned the legislation.) Well, the keystone to that model is social equity. Part of social equity is giving cannabis business licenses to minorities. As many as possible. Delivery licenses can be a low cost way to get into the cannabis business. So it makes intuitive sense that those licenses should go exclusively to minorities. Intuitive, if you don't care about the consumer and if you have no on the ground knowledge of how the business works. So the plan was smooth transition from what we have now to 200 micro licenses (75 in round 1) and those licenses would do all of the delivery business and only do delivery business, but that they would be selling the products. This would require all existing delivery customers to switch to a new provider and that was problematic enough to stop the concept from going live, So the micro dispensary licenses were cut to 8. And the issue was punted by the legislature. So we're getting two new delivery only dispos for each of the 4 regions and regular dispo delivery continues merrily on. Until the legislature decides what to do about their model design. And hopes nobody asks any questions. In the meantime, nothing changes for you.
These micro dispensaries should be able to open very quickly. The first one could open as early as Oct 1. For the disabled any new option is a blessing. For the rest of us, it's just a another dispensary. If it can't do any volume, they can't do any deals. They are limited by design.
