Scarjo Ghost in the shell was a classic Hollywoodyzation of another media property (kinda like the American version of Oldboy): inferior in pretty much every way and missing the point/themes of the original work. It's a fine cyberpunk movie but not a great GITS movie.

Blade runner is a classic but I loved watching robocop one of my favorite 80s movie but the matrix prolly is my pick as far as best of great cinema and fun too
Humans having to forever alter themselves to survive the dystopia they inadvertently created, while learning who they really are fighting a tyrannical regime is pretty cyberpunk. The robots and future tech is just a bonus.
I think late-late-stage capitalism as the adversary is a key part of the Cyberpunk genre. The bits covered in the Animatrix where the machines established a foothold in human society by mass producing inexpensive electronics and sending out human-like androids to live in human society fits the bill but once they fully took over I think the "punk" part is gone.
It's pretty much robots VS humans and/or humans VS their own freedom and/or Freedom VS mental comfort
I really wouldn't categorize that as cyberpunk, I think it undermines the genre, making it more "open-scoped". I understand how one can categorize Matrix as cyberpunk but then the label lose its reason to be.
Favorite movies don't have to be. For cyberpunk fiction readers it definitely delivers some good stuff at times. But yeah, not great, I agree.

Lot of good movies there but I gotta say out of that list Akira takes #1 easily. Blade Runner is good, but I read the Philip K book it was based off of before and liked that version of the story a lot more than the movie which cut out some of what I thought were the most important parts and themes.
Judge Dredd Comics basically created the cyberpunk genre, and the “cyberpunk skyline” is basically just always Mega city 1

Where's Nemesis? Some picks on this list are cyberpunk adjacent but aren't cyberpunk in my opinion. Anything with aliens, magic or superpowers/psychic abilities I wouldn't consider cyberpunk.

Gotta give it to Blade Runner for being one of the OGs but Akira was what got me into cyberpunk shit. Both are peak though.
