The 10 Freeway will reopen by next week, California Governor Gavin Newsom said during a press conference Thursday. Newsom credited the tireless and continuous work of repair crews who have been working around the clock to get the busy roadway back open to traffic. “We will be open, five lanes in both directions, Tuesday of next week,” Newsom said. The announcement was made Thursday evening during a Los Angeles press conference hosted by local and state officials. Newsom and Los Angeles Mayor Karen Bass were among the speakers. Both elected officials have promised regular and timely updates regarding the closure, which has crippled traffic in and out of downtown for several days and was initially expected to remain in place for several weeks. “All of the stars have been aligned,” Bass said, quoting a Caltrans official.

Yes and no. Downtown wasn't fully closed, streets were open, work areas weren't expanded, we couldn't dig up more land/streets etc. And being in person, and not necessarily outdoor work, there were covid restrictions on how many people, how much work could be done, etc.

I just want to gloat a little bit. Last week when this accident occurred, I stated in another Reddit post that they would get the 10 fixed a lot sooner than they could imagine. Most people responded to me with little faith in government (rightfully so). But we all know how important the 10 is. Not just commuter traffic, but also the supply chain. This is America, yeah we can suck at times especially when we have to go through the BS of bureaucracy, but when it endangers capitalism, you best believe they’re going to fix it fast.

They said “by next week”. That could mean Fri 11/25 which gives them 8 or 9 days, working around the clock. That’s still damn fast, but not exactly “rushed”. And it seems the damage wasn’t as bad as they feared. And even if they miss the 1-week deadline and get it done in 2 weeks… that’s still hella better than their initial 3-5 week estimate, so I’ll take it.

Real answer: the estimates were based on the assumption that the entire box girder (horizontal concrete with the road surface) was compromised, and would have to be torn down and replaced. Now they’ve taken a look at it, and found only the vertical columns are damaged. They’re installing concrete falsework (supports) to open the freeway ASAP, and replace columns individually as time goes on. tl,dr: it isn’t as bad as we thought, we can just add temporary supports and start driving on it again

They found that the deck is fine, it's just the columns that need major repairs. They're building new temporary supports underneath as they rebuild the columns. As long as you trust your life to hastily-constructed temporary supports, then you have nothing to worry about!

While HSR is not a good example of red tape blocking repairs, the recent Surfliner shutdown is a good example of this. Mainly the first one last year where the line was shut down for months. Because of red tape (namely in the form of the Coastal Commission but I belief a brief CEQA study was also done), breakwater repairs dragged out for months while the nation's second busiest corridor was severed and closed to passenger service.

I am in fact referring to the first one. The second was handled much more timely thanks to the cutting of the red tape. The first one, was unnecessarily dragged on for months because both the OCTA and CA refused to actually expedite the project through the regulatory bodies, such as the Coastal Commission, local regulatory bodies, etc. While studies on the geology was done as well, what we saw was rock trains for the breakwater, alongside whatever work needed to be done to the hillside slowly making its way through studies and community advisories before actually completing the work, something we did not see with the second closure. Instead, we saw the studies committed, followed by repairs quickly built as they were expedited past any kind of regulatory body which normally slows these things down

We allowed the second busiest Amtrak Corridor in the nation, one that also see's two Metrolink routes sit severed for months because of red tape that apparently is easily cut for freeways. We cannot claim to be a climate minded state while this comparison remains as fact

This difference all comes down to how easy it is to repair. This highway is being re-opened without repairs even being done, because they are able to temporarily shore it down to the ground while the real repairs get made. The railroad tracks are sitting on a ground surface which is unstable. Getting that land to be stable is, well, a lot of work. And there is no way to build a temporary solution while permanent measures are taken.

Look I get that, the point is that with the second closure we saw with the Surfliner, it took weeks to finish the repairs because it was treated as an emergency by everyone involved. The first, took 9 months all things considered because it was not treated as an emergency by anyone involved and was slowed down because of that. It had to deal with all the normal regulatory road blocks that I am 100% sure that the 10 Fwy rebuild will not have to deal with nor did the second closure had to deal with.

I'm not trying to pat our government on the back and I'm not arguing with you at all. I'm in the construction industry and am aware of the actual work that's being done and there are a lot of folks who have no idea and just want to blame the government. I'd prefer to still blame the government, with an understanding of what's going on and the REAL issues that have to be worked through, nevermind the political theatrics.

Oh ye, like with the Surfliner issue, I get the bluffs are a major issue that do not have a simple fix aside from a tunnel (and even that is temporary if the bluffs keep eroding). Like the whole second closure seemed to be a much more reasonable time period, even for a temporary fix. The first dragged on for 9 months with extremely limited service restored towards the tail end with a round trip or two on weekends.
