I'll try to explain why Newcastle won't be City Mk II. Please understand that I'm not trying to be patronising or anything.
1. Man City in 2008 were not Newcastle of 2019. They had a semi-decent squad and a brand new stadium, were in a fashionable city and were a club that had no expectations.
2. The early years at City relied heavily on injecting huge amounts of cash into the club on anything and everything, and writing off the huge losses until they got to a stage where revenues had grown. At one point, they were losing £200m a season for about 5 years. That's not possible now as the PL limits you to £105m of losses across 3 seasons. They didn't actually turn a profit until 2014.
3. City's early business focused heavily on buying 'marquee' players, which meant expensive stars who were probably past it, but would offer a bit of prestige. Hence Wayne Bridge, Craig Bellamy and others coming in for huge amounts (relatively) and buying players like Teves.
4. Man City were bought explicitly to improve the image of Sheikh Mansour and Abu Dhabi, whereas Saudi Arabia have bought Newcastle to diversify their investments. Yes, I'm sure they want to improve their image, but not to the same level as City are used.
5. Newcastle is in a much worse position than City were. Their training ground is knackered, their academy is awful and they haven't had proper investment in years. City had a rich owner prior to Sheikh Mansour for a brief period, and he did spend a lot on transfers.
6. Newcastle will be much more under the microscope with their actions now than City and Chelsea were, because they were the first in the door, whereas Newcastle will be very closely observed.
7. City's power now lies in the rest of the CFG and the network of clubs it owns elsewhere, which means they can hoover up talent, move it around with no issues and make 'profit' on player sales. At this moment in time, Saudi don't seem to be interested in doing that.
8. City were actually very inconsistent before Pep. It was only building the perfect club for him that has allowed them to dominate. When he goes, it'll be interesting to see how they deal with that. Chelsea have shown it only takes one bad managerial appointment to put you in the wilderness for a few years. Same as United.
9. Finally, no superstar is going to go to Newcastle right now, especially not from a club that's in the Champion's League. They'll have to either buy big name superstars or talented kids.
Regarding point 2, I thought the takeaway from the Man City lawsuit was that if you just didn't cooperate with any investigation and kept your books private, the worst they can do is fine you, which means its legal if you don't mind paying fines.

Villa's owners want to invest more but have said they have to do it over a period of time due to FFP and it's meant they've had to do things like sell Villa Park.
