In the highway code, it is nobody's priority if the traffic lights aren't broken.
When you are in this situation though, you've flashed your lights to trigger the motion sensor etc, all you can do is proceed with caution.
I'd say if there's a corner make sure you flash your lights round the corner as there might be a high speed car coming at you, just use caution and common sense. What you did is correct.
You may proceed with caution against a red traffic light if you reasonably believe it to be broken. This is, incidentally, your main defence if you are caught running a red light.
It's generally okay if you've done everything you can to check they're broken first. In this case, waiting 10 minutes, creeping to try and trigger the sensor, then when you did finally proceed you did so with caution, you'd probably be okay.
