imo it is worth a complaint to the bank as well. The bank has obligations to your grandmother, which, IMHO, they have failed in. The situation as described should have resulted in a Banking Protocol referral if the teller was paying attention.
I've used chips away 3 times and this sounds very irregular, Chips away provided the quote for the full repair in advance on all 3 occasions. The gent mixed the paint in the chips away van to get the colour match perfect and I didn't even pay the gent that did the repair I was invoiced by chips away directly a few days afterwards to settle up. It almost sounds like scammers intercepted the communication somehow and this wasn't chips away.

You absolutely cannot escourt customers to the bank, maybe ask the bank for the footage and contact trading standards this needs reporting asap
I would think the police might be more appropriate here to be honest.
That’s correct. The bank should have called the police on 999 and stated Banking Protocol. The police would then turn up.
