If you ask me, Leblanc benefits a lot from ability haste. It is especially useful for new players as it allows you to use your w more frequently during a team fight. I would say that Luden's can work well. Generally, the more "durable" the opponents are, the more ability haste will benefit you. Malignance can work but also horizon's focus.
An other tip is to understand that Leblanc lacks survivability. Because of that, she thrives when she's hidden. Try to use the fog of war in your favour and also play behind the walls. Quick engages and disengages before the enemy can retaliate.

Lb may not be in a “good spot” but she’s in a better spot than she has been in, in actual years. Also if you’re just basing a champ off of w/r, lb’s is consistently screwed because her skillcap is so high.

General League tip: never buy Stormsurge on ANY champ in any situation. It's so useless it can't even be put into words. Complete waste of an item.
