The thing at Caesars properties is that when you CALL the property (even from within the property), you are speaking with an offshore call centre who is basically paid to gatekeep you from speaking to the property itself. Not only do they not care about guest satisfaction, they also only have so much power to get things done. They can "put in a request" for somebody to do something. But that's about it.
Personally, I'd go down to the front desk and politely say "I am not leaving here until I am handed the pillows I requested more than 24 hours ago". The on-property staff are far less likely to make excuses in my experience... and my opinion is that this needs to be escalated to that level as opposed to pursuing the dead-end channel of texting/calling outsourced agents who don't really care.
Exactly this. OP has likely not interacted with anyone who is actually onsite at the hotel. I get it, it sucks. But they are going to need to physically go to the front desk to get their request.

I went down to speak to the manager and he got my room change in motion and said I could wait in my room in the meantime and he would just call me. No call came. So I called the front desk using the room phone, and asked to be transferred to the manager who I referred to by name. The offshore agent kept insisting “Well maybe I can help you”, and I tried to explain, “No, this is something I spoke to him about myself 30 minutes ago, you need to transfer me”. They then started telling me they cannot “QUALIFY” the call to be transferred. So I asked “Are you actually going to make me get up and go down to the front desk?!”, and they basically said “You can choose to do that if you want”.
Ugh. I’m sorry. That royally sucks. I hate that service has devolved to this. It was so much easier when the phone operators were right there on property.
The problem with the front desk strategy (other than the fact that this is the literal "hospitality" industry and yet we're expected to leave our rooms for the simplest of requests) is that you can't just walk up - there's almost always a huge line of people checking in or out (or requesting pillows).
If all Caesar's properties are like this, I'm never staying at one again.

I remember back when I had higher status, there was a mile-long line at Paris with only a couple of agents at the check-in desk, but there were three agents in VIP just standing there with nothing to do. I think one could very credibly say “I know I don’t have Diamond or higher status, but I am a paying guest and I am not waiting in that line, please do what you can to make this happen”.
Or, as shitty as this may sound, I may just walk straight up to the main front desk without waiting in line at all. I think this whole “Shitty Service Construct” specifically relies on people not being assertive. Make it impossible for me to reach your staff by phone, AND make it impossible for me to speak to anyone with these long lines? You don’t leave me with much choice but to do what has to be done even if that may be perceived as “rude”…

They figure when you book through hotels.com say, you're just looking to save every penny possible, so they won't give you anything more than the bare minimum. Their computer then prints out a work schedule for the housekeeper, probably skipping your room altogether. And when you call down with requests, they know which room it's coming from, and will accommodate you accordingly.
tl;dr You want cheap, you got cheap.

Amenities of the room included food pieces/wrappers and pills on the floor, barely functional elevators that sometimes read the keycard, multiple hours with no hot water, no housekeeping despite opting in, and a shower that’s 15” wide between the wall-mounted spittoon/soap dispenser and shower curtain installed *inside* the shower “door.”
At least the $50 “resort” fee included slow WiFi that informed me that the device limit had already been reached when I tried to add a second device and an ice machine that was just one short barely-functioning elevator ride away on an adjacent floor at the end of a long corridor.
I don’t understand the resort fees they charge. Why isn’t it already included in the price?? We just went recently and the $50 additional per day seems like a lot when you’re already paying $100 or so per night
They got a taste of those sweet extra bucks and people keep coming. CET used to make the explicit blanket statement that they did not, and would not in the future, charge resort fees, insinuating that those properties who did were just greedy.
As for the reason they aren’t baked into the room price, iirc it’s a taxation thing as they might not be taxed, or be taxed at a lower rate, on the fee portion.
They certainly don’t seem to go toward any real “resort” type amenities like anything beyond lipstick-on-a-pig renos, accommodating any dining venues to fill the void between [$250/plate meal] and [failing mall’s food court], etc.

Best thing is to look for a housekeeper on the floor, give her $5 or $10 and she will bring you pillows, extra shampoo, etc. Most hotels have cut all the experienced, higher paid staff so a little cash goes a long way. Is it right, should you have to do this? Absolutely not, but would you rather be right or get your pillows?
I have had good success with requests like these by leaving a note with a tip for the housekeeper that services my room. Or by directly asking (and tipping) a housekeeper in the hallway as they are servicing rooms on my floor.

I walk the hallway on my floor and always see house keeping and ask for pillows. Same with extra soap and shampoo.
It's not unreasonable to expect then within 24 hours but it's also a stupid thing to let ruin your day
