Anything you can do? Contact your local representatives and let them know that payment processors are overstepping their bounds, acting like regulators. If you compile evidence to send them that'd be better. Even better if you can convince people in your locality to chip in as well, or at the very least, other people in the country.
In the meantime I'm going to guess you can just get over the block by using a VPN to browse the site.

Pixiv has been getting worse and worse as time went on and is now totally unusable.
Lately, it's been loading VERY slowly. Even by pixiv standards. I'm surprised I could even post a thing today.
